Stack block chance (some punish runes). If Crusaders are supposed to rely on A BIG ASS SHIELD, then why would they never want to use it? You want faster wrath regen? Stack block chance (now a passive). This choice completely blew my mind, and with the resource starvation that was clearly present at release, I swore Blizz would've seen the missed connection. WHY DOESN'T BLOCK INHERENTLY GIVE WRATH?! However I think the Holy warrior is a bit more complex than just, "well let's make all their skills Holy damage then."
